From this website, you can log on via Common Access Card, Personal Identity Verification card or user ID and password. Use your PIV certificate if you have one, otherwise use your CAC email certificate.


The Enterprise External Business Portal is DLA Energy’s customer and business partner-facing system for customer direct sales ordering, DLA inventory resupply requests, account management, reporting and analytics, delivery location condition maintenance and demand planning collaboration purposes.

The EEBP is the gateway for accessing back-end DLA applications directly through a single point of access for DLA customers and business partners at defense fuel support points and service control points.

EEBP Job Aids

All EEBP job aids and supporting materials can be accessed by following the steps below:

  • CAC/PIV users: Current versions of the EEBP Job Aids, Wide-Area Workflow Desk Guides, and the Department of Defense Activity Address Code Conversion Matrix table are now readily available on the Defense Energy Portal Service. Users will select the PIV certificate or CAC email certificate to gain access to this site. If CAC users have problems logging in, please contact the DLA Energy Help Desk at energy.helpdesk@dla.mil or 1-800-446-4950
  • Non-CAC users: Users without a DoD-issued CAC will need to contact the DLA Energy Help Desk at energy.helpdesk@dla.mil or 1-800-446-4950 to request copies of the current EEBP Job Aids, WAWF Desk Guides and the DoDAAC Conversion Matrix.
